Provinces and territories administer their own health care plans, as long as they follow certain nationwide rules. Canada is concerned about providing equal access to all residents, and permits residents to purchase private insurance only for services that the public plan does not cover. Both countries have worked to reduce long wait times for medical services in their public plans. 28
